Yes - this is one of my 'clueless Jack' stories. He often seems oblivious to what's going on around him. But he does want to do the right thing - but even after 100+ years, he doesn't always understand 20 - 21st century humans. And Jack is aware that Ianto's chances of seeing 30 are slim.
