Jack is exhausted from dealing with UNIT.  Alonso is exhausted from dealing with UNIT and Jack.  And Ianto is exhausted from worrying about Aaron. Add to this a disastrous joint mission between Torchwood and UNIT and you end up with a volatile situation.
